Project Description

Extension and upgrade of the Alexandria East Wastewater Treatment Plant to increase its treatment capacity to 800,000 m³/day, incorporating advanced sludge treatment and biogas energy recovery systems while improving sanitation services for East Alexandria. The Alexandria East Wastewater Treatment Plant extension and upgrade is a major infrastructure project managed by Egypt’s Construction Authority for Potable Water and Wastewater (CAPW), aimed at expanding the facility’s capacity from primary treatment to a full secondary treatment facility with an average capacity of 800,000 m³/day. With a total estimated budget of approximately €185 million, around EGP 10.23 billion, financed by the European Investment Bank (EIB) and EU grants, the project is designed to improve sanitation for over 1.5 million residents in East Alexandria. A key feature is the integration of advanced sludge treatment and biogas energy recovery systems, which will cover 60–80% of the plant’s power needs, contributing to environmental protection of Lake Maryout and El Mex Bay and supporting sustainable operations.

Scope of Work

  • Daily supervision of the operation, maintenance and compliance of the Alexandria East WWTP.
  •  Continuous monitoring and process control of all primary and new secondary treatment units.
  •  Optimization of chemical dosing, aeration and flow management.
  •  Laboratory analysis and monitoring of influent and effluent quality to ensure permit compliance.
  •  Operation of disinfection systems before discharge.
  •  Implementation of comprehensive preventive maintenance for mechanical, electrical and instrumentation equipment.
  •  Rapid-response corrective maintenance and spare-parts management.
  •  Asset condition assessment and record keeping.
  •  Operation of new sludge digestion and dewatering facilities.
  •  Management of biogas generation and energy recovery systems.
  •  Safe disposal of screenings, grit and dewatered sludge.
  •  Enforcement of health, safety and environmental protocols.
  •  Detailed record keeping and submission of compliance reports to the client and regulatory agencies.
  • Ensuring adequate staffing and ongoing operator training.
